The idea is, I suppose, that KM might have benefits for someone. So, in my own cynical way, you need to be able to answer: Why Bother? My own experience suggests that market driven solutions are the best ones -- if people do not want it, they will not buy it.
So I suggest a standard market research approach as a strong candidate. First try a focus group or two, the purpose of which is to get a sense of the role of knowledge, strengths weaknesses, even the knowledge of KM. Then you should have good material to develop a stunning questionnaire -- given the ideas from a focus group or two, it should take you no more than a long day to put a survey instrument together. Once you have a handle from your survey on the or some "knowledge problems" then go the the KM literature to ferret out those aspects of KM suitable for your division's issues. At the risk of volunteering him, ask Denham, he really knows this KM stuff and can point you in the right direction- as is evident from his link in his reponse to you.
You are dealing with a very standard type of research problem, done often and without rocket science.
