I like the simplicity of approach (mostly because simplicity gets done), but am not sure whether I agree with your use of the word Tacit. I would define tacit knowledge as that which cannot be written down, something hard to define and communicate. Like 'how to ride a bicycle', not 'a curriculum', or 'non - use of fleet vehicles'. But I like the simultaneous assault on Tacit and Explicit, because that's how the world works.
