You cite a very common problem -- in fact, this lack of key info in many organizations probably played a big role in the development of Human Resource Management, and thus the boosting of overhead (G&A).

There is a very simple solution -- talk to/interview/survey all the people in your organization. As much as possible get the info you need in the same format (you may need a bit of trial and error to get the best format). Put the info on 3X5's or into ACCESS, or into some fancier data base. You will need to tweak your database and query techniques to get it to be the best that it can be. (Sell this right and you can create a new management slot)

Then there's the fancy stuff -- how often do you update, who has access, do you expand the content(which, I hope, is properly managed, who gets the credit, who runs the show,...?

I've done this sort of thing several times, and I'm happy to report that this approach works quite nicely.
