In my experience, knowledge sharing has very little to do with technologies, if I had to guess I would say less than 10%. If you wish to have knowledge sharing, you need to look at your hiring profiles, your reward and recognition systems, the values practiced by top management.
You need knowledge evangelists who can show the way, you need executive leaders who practice walking their talk and who ask tough questions, you need to focus upon and build individual identities, create 'safe' spaces so folks can experiment, prototype and fail with grace.
Sharing goes beyond a mix of mediums, it requires a 'Ba' or context where there is alignment, dialog and encouragement.
An information ecology like you seem to be suggesting, will help, but remember you are only helping that 10%!!
