My opinion on this subject is that Wisdom could be Vaughn's 4th step in the data/information/knowledge chain. Data is processed to make information, and when that information has been collected by a manager to a point where he can make a decision, he has attained knowledge. Wisdom is an applied use of that previously gained knowledge without the collection of that information again.
On the area of wisdom being talent based or experience based, in my opinion it is a sum of both. As an application of previously gained knowledge, experience is inherent; and the proper application requires a certain talent. Kind of like leadership, this talent aspect (the "art" of wisom) can be a natural trait or a learned trait.
Well, I hope my opinions on this subject are useful to someone. I know this forum where helps me clarify these ideas in my own mind.
