I'm starting to get a better feel for your emphasis on 'information needs'. What you describe as commanders intent, the ability to know and appreciate what the leader needs, is what I call alignment and tacit understanding. I think this is different from 'information needs' which is more of an individual explicit expression of a person wishes (including the desired delivery medium) of concepts that cover their domain of attention and interest.
Information needs, for me, are closely tied to filters applied to newsfeeds for selecting useful messages and articles. What I now understand you saying, is this, [information needs as you use this term] is closer to understanding a leader's (or colleague's?) wishes, learning desires, and intelligence requirements based on alignment and appreciation of their character, understanding of the work context, anticipation of future decisions and team functioning. YES that is a huge leverage point and the basis for group intelligence. For me, this is more around relationships than 'information needs' but that may be just semantics!
I wish more groups would pay attention to this aspect of 'situated knowledge', [knowing how a person thinks and operates], would take the time to discover and agree on latent ways to coordinate and truely align on values, beliefs and principles that guide future actions.
