Denham,
I am a simplistic person. To me, the process used to make an implicit decision is almost identical to the process used to make an explicit decision. The differences between the two decisions are the consequences that result from making those decisions. In either case, people making those decisions use knowledge. I would even go as far as stating most explicit decisions require implicit decisions to be successful. I do not have the experience or intellectual capital that you possess to discuss implicit decisions and post hoc rationalization to the degree that you would enjoy. To me that is a fancy way of saying people look at the unintended consequences before they make a decision. Maybe after a few years of learning from masters like you I will be ready to discuss these types of issues to the degree that stimulates your thirst for knowledge.
