I see what you are getting at. I am informally aware of the KADS and KOD tools, but the souce to MOISE seems unavailable at the moment.
I am awaiting further information on the granular methodologies of both KADS and KOD, but what seems apparent is that both claim to address the tacit-knowedge elicitation area.
Some vector models are possible within the framework of the methodology I ascribe to, but subjectivity is still a problem. A higher level of objectivity may be achieved via cohesion factors found in data modeling rules.
As for tacit-knowledge capturing? I think the best method is by utilizing the rationale of a functions-network model, resulting in context balancing within groups(similar to peer reviews) and prioritization (via business rules).
Rule-definition workshops are probably more critical than the subjective modelling, due to the long-term architectural (function, business process, data etc.) impacts. A critical question to ask might be; "How do we know that the rule we specified is correct, and feasible within its context?" These questions may in part be answered by strategic objectives.
Once again, I hope this makes some sense to you.
I'll respond further once a "mapping" exercise is concluded in the light of more information on these methodologies.
