Actually tried this some years ago, but with a different twist.

We had a joint service DoD project where several of the services and agencies each had similar processes that needed to be harmonized, but also needed to recognize that there were occasional differences that had to be recognized.

We had the agents bring their models to the workshops and used considerable, but consistent analysis to see where the similarities and differences lay. We then gained concensus on:

1- The overall most efficient process, as presented.
2- Those aspects of the processes that were unique to one organization and documented why.
3- An estimate of the ability of more than one organization to adopt the most efficient approach given the unique characteristics that existed.

We then modeled a straw man of the efficient process, suggested how to incorporate additional steps required for unique cicumstances, and strategized on how to achieve success in selling the strawman approach to management.

The workshop members went back to their organizations as the champion of the strawman process, but were still able to show that they had 'protected' the turf of their own organization.

Everybody won, and a number of the processes were adopted
