At least partially, I agree with you that process derives from function and data. part of me also says that a slice of the problem lies in the terminology used to disucss the methods and techniques.
One of the things that we tried to do in the Government reengineering/redesign are was to come to concensus on terms--process,function,activity.
We defined process as the overarching--or enterprise responsibility area. (i.e (Medical Care)
Functions were specific sub-groupings within that responsibility area that allowed categorizeation of work. (I.e. Inpatient medical care)
Activites was the work actually being performed on some basis (i.e inpatient nursing care)
Data could be applied at all levels and, in fact, by using a structured approach such as SADT, the 'functions' as you would describe them neatly fall out organizationally, functionally, and by work unit, as does their data.
Any type of process engineering could use similar techniques to define new processes, improve them, consolidate them, or divide them functionally.
