Don't necessarily agree at all. In fact, just completed a project where early on the 'explicit' knowledge was only that part of the tacit that people wanted to share--just enough to participate but noit enough to gain concensus on change. Took almost two weeks to break down barriers enough that ppeople began to really open up. By then, the total view of the early picture had changed.
never think you have all you need, or that things are 'prcedural' unless you can be assured that you have 'reality'.
