I agree with you. The challenge we are addressing is tacit knowledge and not explicit knowledge. Let's face it, once knowledge is explicit, well, it is explicit. The refinement process for explicit knowledge is mostly procedural.

For discussion purposes, we may tend to focus on an aspect of KM, but the framework of reference is holistic at the end of the day. The variables may be different for each scenario, in order to produce a different context or focus, but I would tend to agree that it all still occurs within an ecosystemic framework.
