This is an old, old topic. It probably goes back to the times of the (vanished) Egyptian city of Alexandria and its fabled great library.
Content management is exactly what libraries do. A chemistry library at a university stocks content that its patrons will need. A public library in farm country will have a larger section on farming than a branch library in Chicago.
I suggest talking to your favorite library about the topic, and looking into the litereture at a library or journal that focuses on library education.
(My wife just got her Master of Library and Information Science degree.)
