Hello
KM contains elements of IT and also HR. IT will most likely contain elements of KM and HR should also ideally contain elements of KM.
My experience of HR is varied, some HR organizations use some KM techniques other HR organizations I have known were neither "human" nor particularly good at the "resource" role either. HR can be very good at the one extreme or be labelled "Human Remains" at the other end of the scale. Either way, HR = KM as in much the same way as 30 bowls of cherries = 70 bananas and twelve uninvited guests from Miami.
