The answer to today's opportunities (or tomorrow's problems) and today's problems, the answer is basically the same; somethings has to change. People in general do not like change. To start of a change there has to be a sense of urgency, which in turn is generally easier to link to a problem than to an opportunity.
A similar question might be: "What's the reason companies focus on reducing costs to boost profit instead of focusing on opportunities/new revenues". In my opinion the answer again lies in the ease of establishing a sense of urgency necessary to spark a change.
Well, that's my 2 cents worth...
