I am not a proclaimed guru in the field of KM, but I am currently finalising a MBA project on KM and Strategy.
What I find is (as well as the gurus as Zack, Malhotra, Davenport):
-KM has largely been defined as IT-software
-KM has therefore traditionally been assigned to IT dept.K=largely tacit elements, does not happen in a vacuum, but in group synergies, often informal.

KM = knowledge sharingHow can IT dept make employees share their only asset? Not possible.
Thus, KM would initially be an org. culture issue and must therefore be initiated at strategic level, involving senior management.However this is very general, and most individuals in this forum already know this, I assume, companies fail to bring it up to a strategic level because of unwillingness to invest in intangible items.
