Hello Linda,
You might start Step One with team meetings to discuss specific problems and to provoke people to reveal their own insight, even though they might now have direct experience of the problem they could be asked to imagine a potential solution etc. This way people get to express their know-how and also to appreciate more the know-how of colleagues -- a natural extension of this type of IT-less communication might lead to an increase in the appreciation of the value of asking, telling, giving and receiving, which can then be supported by IT-oriented KM tools.
