Yes, the challenge is striking the balance between these emerging forces of control. I also believe this is the issue. It refers back to my point that the 'control' emerging from the organizational structure is 'management', while the control emerging from the communities of practice is 'knowledge'. How these opposing forces are 'aligned' to in fact function as a single entity is the purpose, I believe, of KM.
