Good post. I agree. One small addition. To ensure the elicitation of knowledgeIt is not going to hurt to also include some thought on putting the most pragmatic communication means are in place from the users perspectie. Think of it like internal marketin. The small puzzle becomes deciding what interfaces to you provide for which users in which situations? Only some knowledge topics will/can be shared via an intranet. I did a long study on this, and the net net is that a majority of folks (and I sampled hi tech folks) don't prefer to use the internet for sharing complicated stuff or important stuff, they still prefer telephones and meetings (mostly informal).
