Richard,

No it's not a hopeless task! Understanding cultures is the missing link for people like me who have been working in information systems for more than a decade. Project and IS managers have developed ways of getting round the problem, and analysts have elicited 'user requirements' in the full knowledge that redundancies are on the way! But these 'quick fixes' are no good for KM! Technology can, and does, encourage 'collaborative working' but the change in culture needed in KM is much more fundamental, and very problematic practically. Of all the consultancies and academics I deal with, I have not seen this issue properly addressed. For the development of a sharing/learning organisation, in an environment which may be hostile to the idea, how can we overcome this? Technology solutions might be much easier if we could get genuine 'buy-in' from the start. Indeed, some clients 'request'as a pre-requisite for working with them, an almost covert way of handling this!!!!!!!!!
