Sir or Madam, as the case may be -- Welcome to reality. You really have three choices for making a change -- keep your mouth shut, and thus climb the ladder until you have enough power to make changes ( cooption is always a danger with this path); raise hell, embarrass people & be noble through the process(hard to pull off); resign, get a job as a consultant, and come in from the outside -- managers always pay more attention to consultants than to employees.
You might also ask: what pressing operational or marketing or other problems might KM help alleviate -- we are talking practical, not theory. Rather than raise overhead with more staff jobs or more staff work, go for cost reduction and/or increased sales -- help people do the jobs they are tasked to do, not what you or anyone else thinks they should do.
