I submit that a major reason techies and non-techies have communication difficulties represents a failure in the US education system. Engineers and scientists should take lots of non-science courses -- psychology, literature, political science and so forth. And, of course, non-scientists should take lots of science and math. Its called getting a liberal education.

Many of the comm. problems can be overcome with enlightened leadership, in which the hint of force is very subtle. I've served as a translator between the two communities in my consulting practice. The art of such translation can be taught. Should this problem not be addressed as a major KM issue? Perhaps there's a clue in that this comm. problem is often minimal in organizations that have very bright and
sophisticated people in them -- particularly smaller organizations.

And, I should note, that the use of "gut feeling" or intuition often plays a major role in small business management - for better or for worse. There are, contrary to economic dogma, very few rational people.
