Seems there is more to KM than making decisions and this may point the way to the disctinction between IM & KM. Let me explain. Knowledge management covers decision making (as you have pointed out) but it also deals with intellectual capital, learning, awareness, knowledge creation and knowledge sharing. Information provision for decisions is but one component of KM of equal importance is establishing support and an environment for collaboration, helping with innovation, supporting knowledge sharing via dialog and communication. Taking decision making, supply of quality information (which I also equate with IM) is but one aspect, there is more to the decision process than information supply, e.g. relationships to involve stakeholders, negotiated process to ensure buy-in and avoid marginalization, decision process to make sure all alternatives are considered and the decision 'rules' are applied. Many of these other aspects concern KM, a sensitivity for people, an awareness of the larger decision ecology, the role of relationships and identity in the decision process are KM issues rather than IM.

If you were a CKO with with a strictly IM perspective (or bias!) you would spend all your time looking at the security, the reach, the access, the architecture, the workflow, the represenation and the efficiency of your information delivery mechanism, there would be little time and attention to the people issues, innovation and dialog would rank far below access and connectivity on your list and you would soon run into serious cultural and social issues around identity, authority, people, sharing, collaboration, openness, rewards for contributions and the failure to leverage deep dialog, mobilize intrinsic movitions and get folks to focus on the practice rather than the mechanics of knowledge work.

It is not all around decisions now it is around awareness, relationships, future positioning, agility, learning, leadership & decisions down the track.
