Is there not a major difference between knowledge sharing and information access?. Counting the number of hits, downloads, site visits does not tell you if the information is understood, appreciated or used. Seems you need to look at reciprocity, behavior changes, awareness generated, different processes adopted, new relationships formed, amount of quality dialog started to get closer to knowledge sharing measures.

I would venture to say knowledge sharing will be very difficult to measure directly, it seems to be a second order process that takes place after 'message' receipt. I would start by looking at changed behavior, surfaced assumptions, new issues raised, some qualitative statement on the 'openness' of the communications rather than the quantity. An indirect indication of knowledge sharing in action is the number of relevant questions offered and the consistency in getting useful answers.

Indications of knowledge sharing are: Openness to asking questions, increased group awareness, greater shared meaning, access to personal networks & contacts, listening. These indicators require an established practice and a supportive culture in addition to technology. I think you somehow have to take that into account when comparing KM tools and systems.
