Greetings Hans,
People exist who are helping other people.
People exist who only help themselves.
Most people are somewhere in the middle.The (un)willingness to help is part of the ethics and morality of a society. How do you want to deal with this 'fact of life'?
Same thing with the attitudes concerning knowledge. Not everyone is pro-active in sharing knowledge. That itself need not be a problem per se.
What is the problem you are trying to solve?
