Sir -- You have presented a formidable problem. That is, as I'm sure I don't need to tell you, you are trying to measure/understand an internal state, or changes therein by making inferences from external behavior. This is not at all easy, and the fact that it is not keeps busy many in the survey research area of the Market Research game.

Some key choices: do you use one on on depth interviews, small focus groups, structured quantitative instruments. In the MR game, one often uses combinations of these and other procedures. Then, how will you tell if tacit knowledge was created or transferred?

Also, there are some very powerful analysis tools, falling under the general name of Multi Dimensional Scaling, that allow mental maps of "wants" and/or knowledge to be constructed. They might very well be useful in your entrprise.
