If I understand you correct, you propose that in stead of knowledge management, it should be 'understanding management'. (I know this is an over-simplified summary, I hope you don't mind)
I agree that what you call understanding is what it should all be about. Unfortunately, Knowledge Management is the terminology used by most of us.
I also agree that "if people could identify IRs they need to succeed, useful solutions could be routinely developed. ". But in my experience, the identification of these IRs is not so simple. Perfect IRs may be stable, 'real' IRs are not.
