Tend to agree with you Martyn, although I continue to hope that there just might an organization out there that wants to evolve itself into a learning organization because it is simply the right thing to do.

I see the learning organization as an environment in which management principles, such as KM can be fostered and extended--thus facilitating the creation of agile, competitive organizations. When a decision to create such an organization is made--that is the management discovers that there are internal assets--knowledge assets--that have value, then it is a logical step to organize, catalog, store, and facilitate the retreival of that information. That's the internal side of KM.

However, there is also an external view. people who are considered knowledge assets don't just get their knowledge from internal experiences. They also have external sources--best practices, etc. that they have found and rely on for part of their personal knowledge base. They already know what maangement is trying to develop--a way to understand how others do things well that can be applied to their own organization. Once this knowledge--business intelligence--is developed, it can be used effectively to stay ahead of the competition.

Thus, the question of learning organization vs. KM is at least partially a chicken-egg scenario--but leaning heavily toward a KM decision facilitating creation of the learning organization in which it resides.
