Greetings Ralf,

My experience indicates that this percentage goes down to 7% when you do comprehensive all-in costing, considering all users of a KM system (including customers and suppliers) and take the costs out for 3 or more years. Clients often put way to much focus on the ticket price for the software and forget or fudge the really important costs in training, time and attention.

Even systems with ongoing costs e.g. newsfeed subscriptions very seldom exceed 12% of the total costs after you have looked at all the impacts. Things tend to even themselves out as I also find the benefits from KM are always underestimated, i.e., improved quality, greater awareness, improved market sensitivity, collaborative synergy, greater creativity.....
