I believe Richards point was that you don't manage knowledge, you manage information. Personally I tend to support this theory. It does not say that managing this information doesn't lead to knowledge (replication).
IMHO if you want to do KM, you will need to try to manage both information AND culture, HR, language, environment, common ground, etc. Doing KM always has its roots in corporate strategy and will therefore be targeted to influencing the behavior om the members of an organization.
You can manage your own knowledge (mmm, perhaps not even that because you will have great difficulty NOT to think of a parrot once you read this sentence :-)), but can you manage the knowledge of others?
Or put in famous historical words: "They can imprison my body, but they can not imprison my mind." So you might be able to manage what someone says, but can you be sure that's what he/she is thinking?
