If my comments are stereotypical of a knowledge manager (and seeing as you said this, I assume you're not one) - I think of your comments as being typical of an IT bod. Showing the common misgivings of someone who doesn't think about the people side of the equation and hasn't dealt with end-users of KM systems.
You might manage information. I (and K-Managers in general) manage both. K-Managers have to be able to deal with both the 'translation' of tacit to explicit and vice versa. Personally, I manage processes - and that means much more than simple data and information flows.
I frequently consider your question: "What is the difference between good and bad quality information?" - and take these into account: Relevance, Ease of absorption (and yes, there are big differences in absorption based on formatting), timeliness, location, personal learning styles,presentation, target audience, and many others factors you obviously ignore.
I completely disagree with you that these factors do not affect the rate at which you learn and accumulate knowledge.
I think you might need to get some experience in this area before aggressively attacking ideas in such a naive manner.
