Mr. Hanson, The managers will use the system if it is in their best interest to do so.Thus, in order to achieve the desired usage patterns, you must interview the managers -- so that you can develop a system that directly responds to their needs and their agendas. There are literally billions of dollars of software systems in the US, for example, that lie fallow. Many are in that state because the developers never bothered to consult with the users, so their systems never got used.
The involvement of the users, or of the users requirements is a necessary condition for success, but not a sufficient one.
