Hi,
Is the problem with the technology or the application?
I believe KM is about communication not technology. Portals offer organized content and community.I hate using buzz words like 'portal'. It seems every site is proclaiming itself a portal. However, portals offer good potential to organize content and facilitate communication.
Communication is everything. For communication you need people. With out the right implementation all technology will fail.
I agree with your assessment but I think there is more opportunity.
