Great points. I think I need to clarify somethings. I think the KM manager's job is not to measure IC - It's to encourage its growth. The accountability is still uncertain. I wanted to bring up the idea of intellectual capital because it is the stuff that is supposed to be what KM is supposed to deliver.
Loosely defined, IC does not represent knowledge. I think it represents the value that knowledge would bring to the organisation. How is it measured? Well, there's no real system for yet and the measures seem to vary and looks like it will remain so for quite some time. Actually, I'm still looking for some really good models.
Anyway, another perspective is as follows. There are now apparently three types of capital: (i) Physical (ii) Financial (iii) Intellectual
(i) Physical: Food, Shelter, Transportation, etc (obvious things)
(ii) Financial: Debit, Credit, Cash, Equity, etc. General description - allows us to obtain physical assets => Those with the better financial assets will have access to better physical assets
(iii) Intellectual (the theory): designs, ideas, capabilities that allow us to obtain financial capital. Those will the better intellectual capital will have access to better financial assets
I know its a little rough - but I've got more homework to do.
