Christina:
Let me make several points here:
1-I would argue that the collection of information for its own sake is useless, but that organizations, business in particular, collect knowledge of others and call it business intelligence. They use it later, hopefully, to determine their strategies for future actions.
2-The development of knowledge-enabled environments, i agree, must tolerate, and encourage, experimentation and inqury. They must also be constructed in such a way that there is ease of access for both pulling knowledge-based information, and pushing it so that it can be used by others.
3- I am not convinced, and have never been, that there needs to be a "CKO" in any organization. There certainly needs to be a champion of knowledge-enablement, a supporting if not active senior management team that encourages the innovation and knowledge collection, and a well-construced management infrastructure that is both receptor and mentor to that environment. Frankly, we create too many 'chief' titles every time some new buzz word comes out.
I would agree with your list of needs in that they need to be accomplished if we are really creating a learning, or knowledge-enabled organization. Who dies it, as far as I am concerned, is still up in the air.
