Below is a paper on knowledge elicitation methods. I'm sure you will find much here at Brint on this subject as well. The keywords for your search could be: knowledge acquisition, knowledge elicitation, knowledge requirements, structured interviews.
Knowledge engineers have been building expert systems since the early 80's and have an extensive list of practices and much psychological research behind them. There are ways to motivate and reassure experts, tests with profiles for picking likely candidates, much advice on reward structures and cognitive methods to assist experts to understand their constructs, make their heuristics explicit, and sharpen their intuitive categories.
