Harvesting Knowledge through Interviews

One of the least discussed issues gathering tacit knowledge by simply interviewing, talking to or whatever you may choose to call it.
My basic questions which lead me to an interview are:

Who has the knowledge?
How do they use it?
How do I get it?

Knowledge is so tightly held onto by many people throughout Corporations as a whole, that even the simplest solutions are hidden and horded
and reinvented time and time again. Whether for reasons of "job security" or the lack of the realization of the value of the information, I find it
requires a lot of patience and time to finally gain the information we are looking for. Has anyone found a simple set of interviewing techniques to
overcome this? I would greatly appreciate feedback on this.
