I agree. However (I always see to have a however) would you not agree that, in addition to measures, procedures, culture and a feedback system, there must also be people capable of thinking outside the box--looking for new ways to improve.
It starts to fit the bill when management and employees have an environment that supports and even encourages learning capture. It is those who see other uses for what has been captured, can document how and why, and find opportunities for using it that a good knowledge-enabled environment really exists.
