Let me first remind you that Kuhn was not Kuhnian.
(His own remark). Let me also also remark that theory
as a map is only a metaphor.

Concerning social sciences, they only have models, not theories.
And because those model may change the behaviour
of the objects of modeling (maps change the
teraain!) social sciences have the aspect of
being planning disciplines, a kind of technologies.

Knowledge management is not science. It
is a technology based on planning disciplines
changing the behaviour of its objects.
