Dangerous can be 'fun', but can also be dangerous--although not, perhaps, in the form that has been described and argued.
Organizing, as Don described, has often been used to determine where in a process the artifacts--i.e. 'knowledge' is best retained for future reference. However, not all knowledge is gained through such an organized process.
Getting back to the original question--what is a CKO--it would seem that the CKO would need such organizational abilities, but should not be constrained by them--perhaps, the dangerous is fun comment of Yogesh bears this out.
