Hi Laurence,
I had a similar experience a few years ago when a manager at the local Chamber of Commerce asked me,'what's knowledge management'. When you have to explain it under those circumstances, its tough. So what does it take to become a KMer? Ultimately, an understanding of knowledge itself, either obtained through formal or informal learning.
I think a knowledge manager has to understand why they are attempting to manage knowledge in the first place, and how this attempt fits into the overall corporate structure. In this vein I submit that knowledge managers understand that data is organized into information, information organized into knowledge, and knowledge organized into meaning. And vice versa. Setting up this sequence of events is the KM responsibility.
Now when I say an understanding of knowledge itself, it implies a lot of understanding about culture, behaviour, etc etc.
