I agree that trust mustbe for people to share. They also must believe that change is in their own best interest.

Sears, Roebuck has established an intranet Knowledgebase for managers and other store officials where any other manager or employee can post things that work for them. it is organized by major functional areas and store operations (i.e. billing, receiving, customersupport, etc.) The only criteria is that it is a new idea, or a twist to older, more established ones. People are encouraged to post them, and those that use them are similary encouraged to post their results using the idea. Good ones stay in the dtabase, and functional mentros that act as facilitators remove those that do not seem to work well over the company. No retribution for having an idea removed--in fact employees are encouraged to look at the comments and refine the idea so that it might work.
