I use a mnemonic:
discover
design
develop
document
deployIt is a loop, not a line. It can be used to develop an intelligent system where the specification calls only for a system.
Example: ISO 9000 and QS 9000 have clauses requiring document control. Typical implementations result in document heaps. By moving from the paper trail to the intelligent database/hypermedia environment, the document-deploy loop becomes not just a library function, but a heuristic device, if the design of the system and the feedback mechanisms stress learning as well as control.
