I would argue that the knowledge architecture is, indeed a framework for action, but it is also much more than that. it is a blueprint of the business and action rules that would both cause one to act in a certain way--finding the information in a particular place that would support the actions contemplated--and also to store that information about the action in such a way that it can be retreived later for use.

Knowledge does not just say that a person can do something--like drive a car--it implies that the person remembers the steps, can recall them in sufficient detail to take actions, and also to remember them later--when they are again needed.
