Don,
just a small proposal to adjust your proposition. First of all your organizations purpose must be identified. This will ensure the energy you put in the KM exercise will be focused in the right direction. All to often KM exercises seem to diffuse to an extend that its contribution to the added value of an organization ends up being outweighted by the investments made.
Apart from this small adjustment I agree with your views.
