Yes, totally agree with you for all the reasons
you state. Only one point of clarification
about how anticipating surprise
fits in and not contrary to your statements.
For example, when engineering develops new
products, SPC(statistical process control)
is commonly applied to processes with the goal
to minimize risk or encourage predictability.
Target goals or targets are first established.
The actuals are compared to the goals to find
those elements that occur outside of
the goals or target control chart. The variance
is researched to understand the root cause.
The more predictable the process or surprise
anticipated and controlled, the better outcomes
can be predicted. The same principle applies to
successful business plans in that the good ones
are done by those who manage to goals/targets
to anticipate and minimize surprises. Therefore,
the target outcome with all the associated
surprises that always occur can be better managed
for best results.
