The problem is that the people that make decisions are not aware that technology will improve the entire organization. Technology is as important as the finance department, the marketing department, the sales department, etc. and most high level executives aren't aware of that. I think some people diminish the importance of a CIO, CTO or CKO; they diminish the importance of manage the information and the technology and the reason is, in many cases, that they are not willing to change, it's a cultural barrier that is not easy to take away.
