This is something that I'm interested in at the moment so perhaps I can share what little progress we've made in this area:

One of the observations about a number of knowledge initiatives is that they seem to be fragmented and unco-ordinated attempts at starting the KM dialogue.

The trouble is that there is no coherent strategy that links the initiatives together or pulls them into a programme that reflects where the organisation is moving to. As a result it is difficult to generate any organisational momentum.

What we've tried to do is map out what we want the organisation to look like over the next three years through its capabilities and then look at a programme of projects that will deliver that capability against the following strategies:

- Encourage personal responsibility for maintaining, improving and making available knowledge-related assets
- Ensure we transfer knowledge to teams and individuals where it is needed
- Encourage creation of new knowledge
- Develop a Learning organisation approach which values how we learn as well as what we learn

The advantages to us are that all of the initiatives can be seen to support an overall goal, the management of expectations is easier because the organisation can see where it expects to be at a particular point in the programme, we can identify project linkages much easier etc etc

Unfortunately the details are locked away in Word and Powerpoint files which I don't know how to put in here but hopefully this might stimulate some discussions as there seem to be very few KM programmes around.
