The distinction as it occurs for me is this: when my machine has the ability to ACT on the information it has, I want say it 'knows' how to act.
I think this is the same distinction that occurs for me as I consider a person who has the ability to act on information available to them. I think of that person as having a certain kind of KNOWLEDGE with respect to that information.
Of course, there is a big difference in the TYPE of knowledge involved in the case of machine actions vs. human actions. But the overall pattern is the same and hence I tend to use the same term.
