"The conclusion from following Shannon is that information has no value in itself. The value of information comes out mainly in connection with human action or as an indirect relation."A lot of what scientists have been working with in experimental psychology and the information sciences is based on the notion that information has a meaning or value independent of the user. If one follows Shannon`s notion, they have been studying special cases like the closed system or the level of reduced information only.
"A still unsolved issue is why (at least some) systems theorists seem to base their analysis on an interpretation of Shannon that goes against his theory."
